Technical Assistance to the Kenya Energy Regulatory Commission (ERC) to develop an open access market framework and rule

VIS supported Kenya’s Energy Regulatory Commission (ERC) in drafting an Open Access Market Rule to promote competition in the electricity sector. The rule provides a regulatory framework governing non-discriminatory third-party access to transmission and distribution networks, including tariff-setting principles, reporting requirements, and dispute resolution mechanisms. The project was commissioned by NARUC and funded by the USAID.
