The main objective of the project is the design and development of an Energy Information Management System (EIMS) for Cabo Verde. The EIMS is intended to provide data to support evidence-based policy formulation and decision making to accomplish the goals of the National Program for Sustainable Energy. The EIMS will also act as a catalyst for improvements in productivity, efficiency and communication between the country’s energy sector stakeholders.

Study on the Implementation, Availability and Uptake of Dynamic Price Contracts in Europe (ACER)

Supporting ACER with its study on the implementation, availability, and uptake of dynamic price contracts across Europe. As part of this study, VIS identified the status of electricity dynamic price contracts across EU countries, Norway and UK. This includes the underlying drivers for their application in terms of necessary infrastructure, market conditionalities as well as commercial challenges for their uptake. Furthermore, VIS also developed a quantitative model to assess the societal and environmental benefits by comparing standard to dynamic tariff product offers to the consuming public. The study drew from empirical evidence and real-world data to evaluate whether and how beneficial dynamic price contracts could be for both consumers and suppliers.

Study on the impact of the measures included in the EU and National Gas Storage Regulations (ACER)

The study, commissioned by the European Union Agency for the Cooperation of Energy Regulators (ACER), evaluates the impact of the measures undertaken by the Member States to implement the European Gas Storage Regulation (Regulation (EU) 2022/1032). The study provides, an assessment of the measures selected by the Member States to fulfil their gas storage obligations against certain criteria (such as transparency, non-discrimination towards all energy consumers, etc.), identifies difficulties and risks with the implementation of the measures, and examines the effectiveness and the costs of the 2022 gas storage measures.

Establishing the Approach for Setting Allowed Technical and Non-Technical Losses in the Electricity Transmission and Distribution System in Tajikistan

Setting of normative losses and determining the amount of electricity losses (technical and non-technical), for which the regulated Transmission and Distribution companies will be allowed to be compensated in the regulatory tariff regime. The project will provide capacity building to AMS and stakeholders.

Impact Assessment on the Proposal for a Network Code on Demand Side Flexibility

VIS, as part of the Ramboll and Vito team, will participate for the implementation of a study for DG ENER, centered on assessing policy options for introducing rules on demand response, including aggregation, energy storage, and demand curtailment in accordance with the non-binding framework guidelines submitted by ACER in 2022 and to investigate the corresponding impact. Our study will take ACER’s framework guidelines as a starting point and assess the economic, social, and environmental impact framework-compatible rules could have.

Development of a Roadmap for Regional Market Development in the Mekong Region (NARUC / ENR – DoS)

VIS has been commissioned by NARUC (assignment funded by the Bureau of Energy Resources (ENR) at the U.S. Department of State) to support the regulatory bodies in Thailand, Vietnam, Cambodia, and Laos as they work towards development of a regional electricity market. The study aims to assist all four countries in advancing from simple bilateral power trade to a functional regional power market. As part of the study, VIS will analyze current regulatory frameworks, identify regulatory and infrastructure gaps, and design a transition roadmap based on a set of recommendations informed by international best practices.

VIS is very excited with its new assignment to support ACER with its evaluation of ENTSOG’s cost benefit analysis (CBA) methodology and the applicability of it or not for Hydrogen infrastructure projects. As part of this study, VIS will review and organize all available information relating to hydrogen infrastructure in Europe (existing & planned), assess the market & network conditions in the EU for the development of new infrastructure and conclude with a set of recommendations for ENTOG on developing a CBA methodology for Hydrogen infrastructure.

Technical Assistance – Guidelines for Evaluating Demand Forecasts and Least-Cost Expansion Plans (NARUC/USAID)

VIS has been commissioned by NARUC (assignment funded by USAID) to support the Zambian Energy Regulation Board (ERB) towards a more accurate assessment of energy sector investment needs and respective planning. Improved system planning will help to ensure that investment needs for system improvement or expansion are prudently identified, and that investment is appropriately targeted to where it is needed most. As part of its mission, VIS will prepare Guidelines for Evaluating Demand Forecasts and Least Cost Expansion Planning (LCEP) tailored to the Zambian context and execute a week-long capacity building workshop with our Zambian ERB colleagues.

Regulatory Technical Services for the Natural Gas Sector for the Public Services Regulatory Commission (PSRC) of the Republic of Armenia (NARUC/USAID)

VIS has been commissioned by NARUC, with USAID funding, to provide technical assistance to the Public Services Regulatory Commission (PSRC) of the Republic of Armenia on elements of the gas market development. The assignment focuses on preparing a methodology and code for calculation of technical losses, on setting the reporting requirements of gas stakeholders, and on developing a joint gas and electricity demand forecasting tool. The forecasting tool, developed together with E3 Modelling, is tailored to the characteristics of the Armenian energy market, to be used by PSRC in coordination with the key energy stakeholders of Armenia to formulate annual and peak demand projections up to 2030. Capacity building is provided to PSRC on technical losses calculation, reporting and market monitoring, and training of the use of the forecasting tool.

Regulatory Technical Services for the Natural Gas Sector for the Energy Regulatory Commission (ERC) of the Republic of North Macedonia (NARUC/USAID)

VIS has been commissioned by NARUC (assignment funded by USAID) to support the Energy Regulatory Commission (ERC) of the Republic of North Macedonia with the development of key elements of the natural gas transmission grid code, focusing on capacity allocation, congestion management and balancing. The assignment includes update of existing rules for capacity allocation and congestion management, the development of balancing rules and methodologies, provision of capacity building to gas stakeholders of the North Macedonian market, and formulation of an action plan that operationalizes key network code elements.

Technical Assistance to Develop Network Code on Gas Balancing of Transmission Networks for the National Agency of Energy Regulation of the Republic of Moldova (NARUC/USAID)

VIS has been commissioned by NARUC, with USAID funding, to provide technical assistance to National Agency of Energy Regulation of the Republic of Moldova (ANRE) for the development of gas transmission rules for balancing. The assignment focuses on developing methodologies and providing relevant capacity building to stakeholders for estimating gas balancing charges, neutrality charges and a model balancing agreement, in line with the requirements of the EC Balancing Code and the context of the Moldovan gas sector. An action plan, operationalizing key gas network code elements is also being developed.

Cost Benefit Analysis on major energy sector infrastructure projects in Egypt

The scope of the project is to conduct a thorough cost benefit analysis on each major energy efficiency retrofit project on a natural gas upstream platform, a natural gas processing plant, a petrochemicals plant and a refinery respectively. For each of the four structures, significant investments on the machinery of the plants takes place in order each site to reduce its energy intensity and emissions footprint. The consultant is provided with the baseline information prior to any interventions as well as the expected reduction in energy consumption post interventions in order to estimate the potential positive externalities. The estimation is made via a development of a bespoke model by the consultant where environmental and social benefits are estimated and their value is monetized.

VIS in partnership with MRC is implementing the World Bank assignment "Cost of Service and Tariff Study of The Electricity and Gas Sector in Tunisia". The aim of the assignment is to accurately understand the costs levels across the value chain of the energy sector, assess the subsidies levels, and take decisions on a future tariff structure that maintains the viability of the energy sector, especially those of the STEG (Tunisian Company of Electricity and Gas), safeguards the financials of the Government and simultaneously remains affordable for the power purchase of the Tunisian customers.

The primer will review and present the principle of cost reflectivity in electricity tariffs and in particular how the lack of cost reflective tariffs distorts the economic signals with respect to resources allocation (eg. energy intensive industries restraining from investing into more productive and energy efficient methods) and investments.

VIS is participating, along with Public Power Corporation of Greece (PPC) and DRAXIS, in a consortium led by INTRACOM TELECOM, an Athens-based global telecommunication systems and solutions vendor, in the framework of a sophisticated research program aiming to apply statistical and machine learning techniques on large energy consumption datasets, collected and managed by an end-to-end IoT environment. This way, electricity suppliers will gain better insights into their customers’ energy consumption patterns and will be able to provide more detailed and accurate advice to their customers on how to reduce their energy consumption. Survey on EU experience and practices on natural gas supply to households (USAID/Tetra Tech-Mercados ESP Ukraine programme)

The aim of the assignment is to provide information on specific aspects related to the supply of natural gas to households in gas retail markets of a number of selected EU countries, so as to assist the ESP Project in identifying practices and reform areas applicable to the Ukrainian gas sector context. The survey focuses on how the retail gas market evolved, the rights and obligations of suppliers and consumers for switching, the settlement of imbalances and the role of the supplier of last resort.

Analysis of DSO network modernization investments (USAID/Tetra Tech-Mercados ESP Ukraine program)

This is a pilot project involving advisory services to a gas distribution company in Southern Ukraine for the identification and financial/economic evaluation of investments (decommissioning, replacement, rehabilitation, expansion projects) necessary for the optimization and development of its network. The project includes analysis of the DSO’s asset register and development plans, conducting a gas leakage verification survey, and assessment of the drivers of technological gas changes. The project aims to propose additions in the DSO’s network development plan, to enhance its effectiveness and bankability.

The main objective of the assignment is to draft a comprehensive guide for AERS (Serbian Regulator) to assist the process of reviewing, assessing and monitoring of oil pipeline development plans submitted by sector players. VIS first mapped the landscape and framework transcending the current Serbian oil transmission infrastructure development plans as well as the respective EU practices. Then we developed a detailed breakdown of the different steps to be followed by AERS, including the review of the financial and economic analysis required for such infrastructure, in order to approve or not the infrastructure development plan and advise on its potential socioeconomic benefits / costs.

VIS has been commissioned by Stantec to support a study in assessing and developing the potential of LNG in Eastern Parnership (EaP) countries. The objectives of this study are to: i) assess the current gas market structure and LNG prospects in each EaP country, ii) define the objectives and draft recommendations on the potential of LNG for each country and the EaP as a whole, iii) identify necessary actions for future regional cooperation between EaP countries, iv) promote EU’s principles concerning the functioning of gas markets and its approach to LNG.

Second, by benchmarking, in multiple dimensions, the local connection arrangement practices for electricity & water to practices from distribution utilities from Europe and Asia.

Technical Assistance to the Kenya Energy Regulatory Commission (ERC) to develop an open access market framework and rule (NARUC/USAID)

The project’s objective is to support ERC towards the development of an open access market framework by drafting an Open Access Market Rule and Framework specific to the Kenyan context, to further the development of competition in Kenya’s electricity sector. The Open Access Framework will outline key components, well as principles, rules, and mechanisms for operating in an open access system. The Draft Rule will serve as the main regulatory tool for establishing an open access framework and will provide clear guidelines on the rights and responsibilities of all parties, including the tariff determination process, reporting requirements, enforcement measures, and mechanisms for dispute resolution.

Capacity & skills gap analysis for Ghana’s Public Utilities Regulatory Commission (PURC) and Energy Commission (EC) (NARUC/MCC)

VIS has been awarded a short TA by NARUC to execute a gap analysis of the Public Utilities Regulatory Authority of Ghana (PURC) and the Energy Commission of Ghana (EC). The overarching objective, which is partly served by VIS' assignment, is to enhance the capacity of both the PURC and EC based on a skills gap analysis and needs assessment, focusing on regulatory strengthening at the commissioner and key staff levels. The project required extensive on-site information gathering and quantitative data collection prior to the analysis and subsequent assessment of existing capacities & skills and the way forward.
