EPA Attiki S.A, was a bundled gas supply and distribution company (the largest in Greece) with concession for exclusive supply of gas to customers in the Attiki region of Greece. The Greek Gas Law (2015) abolished exclusivity rights, and required EPA Attiki to unbundle supply and distribution operations, form separate companies for each activity. VIS supported an international consortium to develop a strategy and a roadmap for the full unbundling and the creation of separate entities for the supply and distribution businesses, in accordance with the requirements of the legislative changes for the liberalisation of the Greek gas distribution sector. VIS worked on the formulation of the distribution company strategy, recommendations in development of a strategy for the unbundled DSO, sizing of the gas network utilization growth resulting from the application of new initiatives, analysis of as-is and to-be core processes of the distribution and supply company. Ad hoc support was also provided on issues related to regulated gas distribution tariffs, allocation of volumes between TSOs and DSOs, and the practices of application of weighted average cost of capital for the gas distribution business in the EU.
