VIS was commissioned by the NARUC, under USAID funding, to support the Georgian National Energy and Water Supply Regulatory Commission (GNERC) in developing the first gas transmission grid code in Georgia. The grid code was developed in line with the provisions of the Georgian Energy Law applying the 3rd Energy Package. Special emphasis was given in grid code provisions relating to capacity booking, congestion management, nomination, allocation, and balancing. Capacity building was provided to GNERC, the TSO and the Georgia major gas stakeholders for key issues pertaining to the grid code, and guidance for the implementation of the relevant provisions of the grid code, based on the EU TSOs’ experience. The assignment included the development of roadmaps for provisions that required significant changes in the market operation and the TSO and DSOs operations.
