Preparing a project specific cost-benefit analysis for a France – Spain gas interconnection (STEP project)

VIS carried out this study for EC DG Energy, jointly with Pöyry Management Consulting. The aim was to prepare a project-specific cost-benefit analysis (PS-CBCA) for the STEP gas infrastructure project (Phase 1 of MidCat pipeline), which involved creation of a new interconnection point between Spain and South France. The PS-CBA was prepared in line with the CBA methodology developed by ENTSOG. The analysis included financial analysis, economic analysis of monetized benefits and allocation of benefits and costs to the Member States impacted by the project.
