Natural gas market design and transmission grid codes in Europe & Eurasia

VIS was commissioned by NARUC, with funding from USAID, to analyse the gas network access rules in selected Energy Community countries (Albania, BiH, North Macedonia, Kosovo, Serbia, Ukraine, Moldova), and assess their compliance with the EC 3rd Energy Package requirements and EU best practices. The analysis focused on current practices of each country related to grid operation, capacity booking, nomination – renomination, allocation of volumes, balancing, TSO-DSO interaction. Proposals were formulated for harmonizing the grid codes and becoming compliant with the EC energy acquis. Capacity building was also provided to the regulatory authorities, regarding the network codes and appraisal of gas infrastructure.
