VIS was contracted by Mercados to implement a study commissioned by the Expert Council on the Gas Market in Ukraine. The objectives of the study were to compare gas distribution tariff methodologies in Ukraine with those applied in selected EU countries, and to benchmark the performance of Ukrainian gas DSOs to that of selected European DSOs against selected operational KPIs, including indicators for network losses. The study aimed to highlight findings that could lead to improvements in the Ukrainian gas distribution tariff framework that align it more closely with European best practices, as well as flag areas for operational improvement in Ukrainian gas DSOs.
VIS conducted a comparative analysis of the gas distribution tariff frameworks in the UK, France, and the Czech Republic, focusing on methodology, structure, and regulatory principles. Operational benchmarks were collected/developed for several Ukrainian gas DSOs and their counterparts in the UK, Italy, Spain, and the Czech Republic. The study’s findings and recommendations were presented in two workshops in Kiev, with participation of NEURC, Ministry of Energy, gas DSOs and other Ukrainian gas sector stakeholders.
