VIS, in partnership with Ramboll, implemented an IFC funded project to support the Serbian state-owned gas company Srbijagas in developing an efficient investment screening framework for transmission and distribution gas infrastructure. The project aimed to establish a robust, best-practice-based methodology for the appraisal, prioritization and monitoring of gas transmission and distribution system investments.
VIS led the development of a comprehensive financial appraisal methodology, as well as cost-benefit analyses tailored to the Serbian gas sector. This framework was used to screen all of Srbijagas’s capital investment program, enabling transparent evaluation and rationalization of planned projects. The team identified projects for potential cancellation, modification, or deferral, in line with financial and operational criteria, and prepared a revised Srbijagas investment plan for 2017–2021. VIS also delivered recommendations for improving CAPEX reporting and monitoring systems, and enhancing accountability and oversight in investment execution.
The project supported Srbijagas by providing an approach and tools to optimize its investment planning process and infrastructure portfolio.
