VIS was commissioned by NARUC, on a USAID-funder project, to support developing the capacity of regulatory authorities in Southeast Europe (Albania, Bosnia and Herzegovina, Georgia, Kosovo, North Macedonia, Montenegro, and Serbia) to review, analyze, approve, and monitor Ten-Year Transmission Network Development Plans (TYNDPs) in the electricity sector. The technical assistance focused on the development of criteria and processes for the appraisal of investments included in the network development plans, as well as indicators and procedures for monitoring the plans after their approval. The project resulted in the development of a comprehensive regulatory guide to support regulators in their review and approval of the network development plans and to improve their capacity to monitor the investment program.
