VIS conducted a detailed Cost-Benefit Analysis (CBA) for a Floating Storage & Regasification Unit, financial and economic analysis, and monetization of the project’s broader economic impacts. Multiple operational scenarios were assessed, including variations in demand volumes, security of supply considerations, and regulatory frameworks related to third-party access exemptions versus fully regulated tariff regimes.
In addition, VIS carried out a state aid compatibility assessment to support the project’s clearance by DG Competition, ensuring eligibility for EU financial support through grants. The team developed a comprehensive financial and economic model that incorporated the applicable legal and regulatory requirements. Activities included scenario development, risk analysis, drafting the state aid clearance report, and supporting the application for financing under the National Strategic Reference Framework (NSRF), working closely with the project promoter and the Greek Ministry of Energy to finalize all required documentation.
