VIS supported Tetra Tech in implementing a key MCC-funded technical assistance project aimed at strengthening the corporate governance (CG) practices of Malawi’s state-owned electricity supplier, ESCOM Ltd. The assignment also included ESCOM’s partner organization, EGENCO, and was based on international best practices from comparator utilities.
The project involved a diagnostic review of the corporate governance framework, a full mapping of the legal, regulatory, and market environment affecting ESCOM’s operations, and extensive stakeholder engagement. VIS contributed to benchmarking studies, the development of corporate governance KPIs, and the creation of a software-based Balanced Scorecard (BSC) tool to help ESCOM measure and monitor its governance improvements over time. The team also delivered recommendations for a strengthened governance framework, a detailed implementation roadmap, and supported capacity building to enable ESCOM and EGENCO to independently implement and maintain the new system.
