Technical Assistance to Develop Guidelines for Evaluating Demand Forecasts and Least-Cost Expansion Plans for the Zambian Energy Regulation Board (NARUC/USAID)

VIS has been engaged by NARUC, with USAID support, to assist Zambia’s Energy Regulation Board (ERB) in improving its system planning processes. The assignment involves the development of tailored guidelines for evaluating demand forecasts and conducting least-cost expansion planning (LCEP). The project also includes a capacity-building component to ensure that ERB can effectively identify investment needs and align infrastructure development with long-term national energy goals.
