Development of a Primer on the Impact of Electricity Tariff Reforms on Infrastructure Investment and Economic Development

VIS has been commissioned by NARUC to develop a Primer on the Impact of Electricity Tariff Reforms on Infrastructure Investment and Economic Development. The primer will review and present the principle of cost reflectivity in electricity tariffs and in particular how the lack of cost reflective tariffs distorts the economic signals with respect to resources allocation (eg. energy intensive industries restraining from investing into more productive and energy efficient methods) and investments.
