Natalya Klimenko-Rabias
Natalya is a VIS
Associate, a Power Systems Engineer and senior energy expert with an MSc in
Public Administration Management.
Natalya has over 40
years of professional experience in the energy sector, of which 12 years in the
electricity and power generation sector. Since 1994 she has worked
as a consultant in a variety of technical assistance projects financed by IFIs
(USAID, EU, World bank, EBRD, ADB, DEVCO). Before that, she was employed for 9
years in the Integrated Electricity Dispatcher’s Board of Central Asia.
She has been engaged as an expert, team leader, and project manager on numerous
international consultancy and technical assistance projects, involving power
sector operational improvement, regulation, tariff setting, development and
implementation of energy policies and strategies, economic and financial
analysis of energy projects, training and capacity building of utilities.
Natalya has assisted
several utilities, including KievOblenergo -the electricity distribution
company of Kiev-, the Montenegro Electricity Supply Company and Sakenergo- the
vertically integrated electricity company of Georgia, to improve their
commercial operations, with a focus on metering, billing, and collection
systems. Natalya led a team of experts in a Technical Assistance Mission of the
EU funded Global Technical Assistance Facility (GTAF) for capacity building of
Electricity Regulatory Department of the Antimonopoly Agency of Tajikistan
(AMS/ERD) and has also been involved in the preparation of revised electricity
tariff methodology and tariff reviews, under the USAID funded PCA project.
Natalya recently supported the Renewable Resources and Energy Efficiency Agency
(R2E2) of Armenia in reviewing the capacity of the local market for Heat
Pumps and Battery Storage Systems.
Natalya has excellent
knowledge of English and is also a fluent Russian speaker.
