Study on the impact of the measures included in the EU and National Gas Storage Regulations (ACER)

The study, commissioned by the European Union Agency for the Cooperation of Energy Regulators (ACER), evaluates the impact of the measures undertaken by the Member States to implement the European Gas Storage Regulation (Regulation (EU) 2022/1032). The study provides, an assessment of the measures selected by the Member States to fulfil their gas storage obligations against certain criteria (such as transparency, non-discrimination towards all energy consumers, etc.), identifies difficulties and risks with the implementation of the measures, and examines the effectiveness and the costs of the 2022 gas storage measures.

Study on Requirements and Implementation of ENTSOG’s Cost Benefit Analysis for Hydrogen Infrastructure (ACER)

VIS is very excited with its new assignment to support ACER with its evaluation of ENTSOG’s cost benefit analysis (CBA) methodology and the applicability of it or not for Hydrogen infrastructure projects. As part of this study, VIS will review and organize all available information relating to hydrogen infrastructure in Europe (existing & planned), assess the market & network conditions in the EU for the development of new infrastructure and conclude with a set of recommendations for ENTOG on developing a CBA methodology for Hydrogen infrastructure.

Study on the identification of barriers preventing prosumers being active in energy markets across the EU – (ACER)

VIS, together with Grant Thornton, have been commissioned by ACER to analyze regulatory barriers towards an ever-increasing prosumerism landscape in the European Union. Analysis of current regulatory barriers to the proliferation of prosumerism is made and respective recommendations addressing those regulatory barriers are drafted.

Study (2020/21) on the yearly monitoring of congestion at interconnection points of gas Transmission System Operators (ACER)

VIS is supporting ACER with the development of the 8th edition of the Congestion Report for gas transmission interconnection points. VIS performs collection, validation and analysis of data concerning the marketing of capacity at the interconnection points of all EU TSOs.

Study on the conditionalities stipulated in contracts for standard capacity products for firm capacity sold by gas Transmission System Operators (ACER)

The aim of the Study is to stocktake and analyse the offering and use of conditional firm capacity products and services, provided by EU TSOs at gas transmission interconnection points. The Study also analysed situations such as, but not limited to, transit pipelines within the EU that de facto may create conditionalities.
