VIS implemented this project for NARUC, under USAID funding, and developed a unified framework for electricity quality of service (QoS) benchmarking across the Europe and Eurasia region. This technical report introduces standardized data templates, common performance indicators, and benchmarking methodologies aimed at supporting regulatory authorities in setting and monitoring continuity of supply (CoS), voltage quality (VQ), and commercial quality (CQ). Drawing on best practices from the EU and U.S., the framework enables national regulators to adopt harmonized QoS standards, improve investment planning, and enhance transparency. It includes a roadmap for gradual implementation across varying institutional capacities and provides guidance for setting performance benchmarks and enforcing guaranteed service obligations.
