VIS implemented this project for NARUC, under USAID funding, to develop the capacity of Southeast Europe National Regulatory Agencies (Albania, Bosnia and Herzegovina, Republic of Srpska, Georgia, Serbia, Kosovo and Montenegro) to understand, review, approve, and monitor Ten Year Electricity Development Plans submitted by their respective national electricity transmission operators. The aim of the report produced is to provide NRAs with a comprehensive and detailed guide and toolbox for conducting regulatory appraisals of the electricity TYNDPs and of their constituting investment projects, and for the monitoring of TYNDPs implementation. It comprises a step-by-step approach to appraisal, and includes checklists, to help the NRAs, and thus provides a useful framework that NRAs can use and adapt to develop tailor-made national methodologies for electricity TYNDPs and project appraisals.
