VIS has been commissioned by the Energy Community Secretariat, under the Moldova Energy Independence and Resilience (MEIR) Project, which is funded by the European Union, to support the National Agency for Energy Regulation of the Republic of Moldova (ANRE) in developing the regulatory framework for aggregation in the electricity market.
The assignment will support the operationalisation of aggregation under Moldova’s Law No. 164/2025 on Electricity, in line with the Energy Community acquis and relevant EU experience. The work will include a review of aggregation frameworks implemented in selected EU Member States, an assessment of the existing Moldovan legal and regulatory framework, and the development of a Concept Note setting out the proposed regulatory architecture for aggregation.
Building on this analysis and consultations with the Energy Community Secretariat and ANRE, VIS will prepare a draft Regulation on Aggregation addressing the principal rights and obligations of aggregators, consumers and other electricity-market participants, as well as key interfaces relating to balancing and settlement, market participation, metering and data access, consumer protection, switching and implementation arrangements.
