VIS, as part of the MBS Consulting team, has been commissioned to support the Energy and Water Agency (EWA) of Malta in preparing the roadmap for the liberalization of the country’s electricity market.
The study aims to align Malta’s electricity market framework with the EU energy acquis and to set the foundations for the gradual opening of the retail market. The work is structured around six main areas of analysis, covering:
- the assessment of Malta’s existing market design and identification of non-regulatory barriers to liberalization,
- the evaluation of options and strategic pathways for deregulating the retail market,
- the examination of possible ownership and operational models for interconnectors,
- the design of a framework for a future wholesale energy market,
- the assessment of system adequacy and consideration of capacity mechanisms, and
- the evaluation of unbundling models for the vertically integrated utility, Enemalta.
VIS is contributing to the study through detailed legal and regulatory gap analysis, benchmarking of liberalization models across the EU, and the development of practical transition pathways. The final outcome of the assignment will be a comprehensive roadmap guiding Malta’s transition towards a competitive and transparent electricity market, consistent with European best practices.
