Technical Assistance to the Ukrainian Energy Regulator NEURC for the development of Electricity Tariffs for Vulnerable Consumers

In this NARUC/USAID funded study, VIS developed a report on Rate Design for Vulnerable Consumers in Ukraine. The Ukrainian legal and regulatory framework, policies and practices concerning the identification and protection of vulnerable customers, were analysed. EU best practices concerning vulnerable customers identification, support measures and dedicated electricity tariffs for vulnerable customers, were identified.
