NARUC commissioned VIS, under a USAID funded project, to assist the Tajikistan Electricity Regulator AMS in developing a best practice methodology for determining allowed technical and commercial electricity losses in the tariff regime for regulated transmission and distribution companies.
VIS reviewed the existing methodology for normative technical losses and assessed its application. Implementation issues were identified through discussions with the regulated companies. Recommendations were formulated to improve the normative technical losses methodology’s applicability and effectiveness, and at the same time a new methodology was developed to calculate allowed losses in the regulated tariff framework (technical, own consumption, and commercial losses).
VIS trained AMS and regulated companies’ staff on the use of the new methodology for determining allowed losses, through interactive workshops with the use of numerical exercises. An implementation plan was prepared outlining the legal, regulatory, and operational steps needed to operationalize the new allowed losses methodology.
