Technical assistance to develop network code on gas balancing of transmission networks for the National Agency of Energy Regulation of Moldova

VIS was commissioned by NARUC, with USAID funding, to provide technical assistance to National Agency of Energy Regulation of the Republic of Moldova (ANRE) for the development of gas transmission rules for balancing, implementing the EC gas Network Code on Balancing (Regulation (EU) No 312/2014). Support was provided in developing the methodology for imbalance charges, neutrality charges, a model balancing agreement, and the methodology for daily gas forecasting (development of daily standard load profiles for gas distribution consumers). Development of the documents was based on relevant gas regulations in EU Member States. An action plan for the operationalization of the regulation was prepared, indicating the main steps to be undertaken by the main gas stakeholders (regulator, TSO, DSOs). Capacity building on the implementation of the balancing rules was provided to ANRE and the Moldovan gas TSO and DSOs.
