Support to RAE for the development of a framework for appraising gas distribution development plans

VIS provided support to the Greek Regulatory Authority for Energy (RAE) for the development of a regulatory framework to appraise investments included in the 5-year network development plans (NDPs) submitted by the Greek gas distribution system operators. Regulatory guidelines were formulated, in line with European practices, for the review of the development plans and their constituent investment projects. Based on these guidelines, a template that should be followed by the DSOs for the submission of the NDPs was designed. Furthermore, a process for monitoring the NDPs’ implementation, with specific indicators, was proposed.
