VIS was commissioned by NARUC under a USAID-funded initiative to support the Energy Regulatory Commission (ERC) of Thailand in advancing the implementation of an open access regime. The project aimed to assist ERC in establishing a non-discriminatory framework for third-party access (TPA) to electricity transmission and distribution networks—paving the way for a more competitive power market and enabling cross-border electricity trade.
VIS reviewed Thailand’s draft TPA framework and conducted a comparative analysis of international practices from Greece, Egypt, Kenya, the EU Target Model, the Central American Market (MER), and the South African Power Pool (SAPP). The study covered market opening experiences, capacity allocation, congestion management, regional trading models, and network pricing methodologies. Tailored recommendations were developed to align Thailand’s framework with global best practices, and a series of capacity-building workshops were delivered to ERC staff focusing on access regulation and network pricing.
