VIS is supporting the Energy Community Secretariat and ANRE in the development of a comprehensive regulatory framework for aggregation in Moldova’s electricity market under the Moldova Energy Independence and Resilience (MEIR) Project, which is funded by the European Union. The assignment aims to translate the aggregation provisions of Law No. 164/2025 on Electricity into a practical and coherent secondary regulatory framework, aligned with the Energy Community acquis and relevant EU experience, while taking account of Moldova’s market size, institutional capacity and stage of market development.
The work includes a comparative review of aggregation arrangements in selected EU Member States; mapping and assessment of Moldova’s existing legal, regulatory and market framework; preparation of a Concept Note defining the proposed aggregation framework and principal regulatory choices; and development of a draft Regulation on Aggregation together with a targeted assessment of interfaces with related electricity-market regulations. The analysis covers, among other areas, aggregator and consumer rights and obligations, balancing and settlement arrangements, supplier and BRP interfaces, market access, switching, metering and data access, consumer protection and implementation sequencing.
