VIS supported ECORYS to implement this EU-wide study for the European Commission, with the objective of assessing the impact of the Recovery and Resilience Facility (RRF) on energy and climate targets, and the use of financial instruments for energy projects.
VIS conducted desk research and stakeholder interviews to analyze how the Recovery and Resilience Plans (RRPs) contribute to meeting energy and climate goals in Greece, Cyprus, and Malta, and assessed the expected impact of RRPs on financial instruments in these countries, including their multiplier effect and role in complementing or substituting other funding sources.
