Study on the Impact of the Measures included in the EU and National Gas Storage Regulations for ACER and CEER

VIS carried this study for ACER and CEER, assessing the measures applied by the Member States to fulfil their gas storage obligations stemming from the EU Gas Storage Regulation (Regulation (EU) 2022/1032). The study was carried out in 2 phases. Phase 1 entailed a thorough review and stocktaking of the measures applied by the Member States with and without underground storage facilities. The measures’ impact on the storage filling targets was estimated, and their contribution to the objectives of the Gas Storage Regulation was assessed. In phase 2 the aim was to analyse the key lessons learned from the application of the measures in 2022, and to propose design options and modalities for measures that can apply in the future.
