VIS supported ACER with the formulation of its formal opinion on ENTSOG’s cost benefit analysis methodology for hydrogen infrastructure projects. The study entailed (1) a review of the previous ACER and EC recommendations to the ENTSOs gas and electricity CBA methodologies, (2) analysis of the full hydrogen supply chain, focusing in particular on the technoeconomic assessment of hydrogen infrastructure projects, (3) assessment and identification of the market and network conditions that would justify building new or repurposed hydrogen infrastructure projects, and (4) identification of improvements to the consistency between the ENTSOG and ENTSO-E CBA methodologies. The study concluded with formulation of recommendations for a CBA methodology that can be applied to assess hydrogen projects.
