VIS was commissioned by NARUC, with funding from the Millennium Challenge Corporation (MCC), to support institutional capacity enhancement for Ghana’s two energy regulatory agencies: the Public Utilities Regulatory Commission (PURC) and the Energy Commission (EC). The objective of the technical assistance was to conduct a comprehensive skills gap and needs assessment of the regulators, and develop actionable recommendations for strengthening both agencies.
A detailed review of Ghana’s energy sector and regulatory framework highlighted institutional, regulatory and operational constraints, . This formed the basis for a comprehensive gap analysis, carried out through structured interviews with regulatory staff and energy sector stakeholder consultations. Critical qualitative and quantitative data were collected and analysed, pointing out to gaps and overlaps in the regulatory agencies’ mandates. VIS evaluated human resource capacities at Commissioner, management, and technical staff levels, and produced recommendations to address skills shortages and streamline regulatory functions.
The consultancy supported capacity development and improved coordination between PURC and EC, ultimately contributing to more effective energy sector governance in Ghana.
