VIS was commissioned by NARUC under USAID funding to develop a technical primer aimed at supporting policymakers, regulators, and utilities in understanding the role of depreciation in setting cost-based electricity tariffs. The report explored key concepts such as asset valuation, useful life (physical vs. economic), residual value, and methods for allocating asset costs over time.
VIS conducted a detailed review of relevant academic and empirical research and synthesized the findings into a comprehensive and accessible primer to inform regulatory practices and tariff policy development.
