VIS developed a technical primer for NARUC under USAID funding, focused on the critical role of cost-reflective electricity tariff reforms in supporting power sector development and broader economic growth. The report examined how accurate electricity pricing contributes to the financial sustainability of utilities and national economic stability. It outlined the benefits of cost-reflectivity, explored pricing methodologies that enable full cost recovery, and identified the prerequisites and challenges involved in implementing such reforms.
VIS conducted a detailed review of empirical and academic literature, synthesized findings into a comprehensive report, and highlighted international success stories of tariff reform. A professional presentation deck was also developed to support stakeholder engagement and capacity-building efforts.
