VIS led a comprehensive regulatory analysis examining the prosumer regimes across all EU-27 Member States, with the goal of identifying barriers to the wider adoption of electricity prosumerism. The study assessed how Directive (EU) 2019/944 has been transposed into national regulatory frameworks, highlighted obstacles impeding prosumer growth, and proposed targeted regulatory changes to address these challenges.
In parallel, VIS developed a standardized financial assessment framework for evaluating the economics of a typical 3 kWp rooftop solar installation across the EU. This included data collection on subsidies, incentive schemes, and local market conditions, as well as a comparative analysis of payback periods by country. The project involved engaging with national regulatory authorities through structured interviews and questionnaires, and building a financial model to evaluate investment feasibility across the region.
