VIS supported the Energy and Water Agency (EWA) of Malta in advancing the liberalization of the country’s electricity sector. The study evaluates Malta’s alignment with the EU electricity Acquis, identifies structural gaps, and assesses the impacts of market reforms including unbundling, third-party network access, and the development of wholesale and retail markets. Key activities include analyzing market design barriers, exploring deregulation options, evaluating interconnector ownership and operations, and proposing capacity mechanisms. The project concludes with a detailed roadmap to guide Malta’s transition toward a liberalized electricity market.
