VIS supported the Energy Regulation Board (ERB) of Zambia in building its capacity to deploy and evaluate demand forecasts and Least Cost Expansion Plans (LCEPs) for generation, transmission, and distribution, aiming to help the country achieve universal electricity access by 2030. The project included documenting key methodologies for demand forecasting and LCEPs, reviewing Zambia’s most recent Cost of Service study, and developing detailed training materials. VIS also delivered on-site technical workshops with interactive exercises, strengthening ERB’s and other stakeholders’ capabilities in assessing and overseeing utility-submitted plans.
