VIS, in partnership with Implement Consulting, provided advisory services to a major Greek industrial client in support of its planned Carbon Capture and Storage (CCS) project. The project comprised carbon capture at the client’s installation, inland transportation of CO2, intermediate storage of CO2, and liquefaction before shipping CO2 to an offshore carbon storage site.
The assignment included analysis of the existing licensing and regulatory framework in Greece, concerning the CCS supply chain relevant to the client, and the identification of gaps in licensing, environmental, and health and safety requirements. Best practices in CCS licensing and regulation from selected European countries with advanced CCS legal and regulatory frameworks were identified. Recommendations were provided to the client for actions needed (amendments to regulations and/or supplementary ones) to address gaps and enable project implementation.
