Ιmpact assessment for the revision of the congestion management rules at gas systems

VIS, together with Ramboll, supported the EC DG Energy in assessing the extent to which the Congestion Management Procedures (CMP) Guidelines for gas infrastructure (Decision of 24 August 2012 on amending Annex I to Regulation (EC) No 715/2009) and other related regulations have to be revised, in order to ensure an optimal use of the European gas infrastructure. The study analysed the congestion management measures for gas pipelines, LNG terminals and gas storages in place at the EU Member States and examined quantitatively the application of CMPs at European network points. Regulatory shortcomings and challenges with the design and implementation of CMPs were identified, and recommendations on regulatory improvements were formulated.
