    VIS supported Tetra Tech in a benchmarking study for the Abu Dhabi Distribution Company (ADDC) on utility connection policies and network development in large-scale projects. The study analyzed international practices in electricity and water connection regulations, commercial terms, and ownership and operational models for distribution infrastructure.
